Sub: Request for Inputs on India – Oman CEPA Value Addition Criteria
As you are aware, India is negotiating with Oman for a Comprehensive Economic Partnership Agreement (CEPA). Negotiation Round 2 has already been completed in last week.
Negotiations are also going on for finalising suitable Product Specific Rules of Origin under the proposed India – Oman CEPA. Department has recommended to retain the same Product Specific Rules of Origin of India-UEA CEPA which is CTSH + VA 40% in case of India-Oman CEPA also. However, for Manmade Fibre textiles covered under chapter 54 and some headings of chapter 55 (5509-5516) Oman is asking for a lower value addition criterion which is CTSH + VA 20%.
In this regard, Department of Commerce is holding an online meeting tomorrow at 3.30 pm. and requesting the Council to provide our inputs/ views.
Members of the Council are requested to provide their valuable inputs as sought by the DoC on the lines of chapter 54 and 55 through email to the Council before 2 pm tomorrow 21/12/2023 to help us send a consolidated reply to the DoC as solicited. Inputs maybe emailed to ed@srtepc.in marking CC to baruah@srtepc.in. Further, members who are interested to attend the online meeting tomorrow may inform us in the reply email to receive the online meeting link.
